Pinnacle Career Institute has been approved to participate in the National Council for State Authorization Reciprocity Agreements.
PCI is approved by NC-Sara to offer its distance education programs to students in other member states. The State Authorization Reciprocity Agreements, commonly known as SARA, provides a voluntary, regional approach to state oversight of postsecondary distance education. When states join SARA, they agree to follow uniform processes for approving their eligible institutions' participation. They also agree to deal with other states' SARA institutions in a common way when those institutions carry out activities in SARA states other than their own.
SARA's policies help protect students and provide benefits to both states and institutions carrying out distance education in multiple states. As of July 2019, 49 states, the District of Columbia, Puerto Rico and the U.S. Virgin Islands are members of SARA. About 1,993 colleges and universities are approved by SARA.
Effective beginning January 1, 2026: Institutions operating under SARA policies shall provide their and SARA’s complaint resolution policies and procedures to all students taking courses under SARA policies on the institution’s website and in the institution’s catalog or equivalent information provided either in print or electronically to students when they enroll.

State Authorization and Reciprocity Agreement (SARA) Student Complaint and Grievance Process
Pinnacle Career Institute is a member of NC-SARA (National Council for State Authorization Reciprocity Agreements). In addition to ensuring that institutions are authorized to offer academic programs in other states, NC-SARA provides a pathway for students to submit consumer protection complaints (also known as grievances). Pursuant to NC-SARA’s rules, initial responsibility for the investigation and resolution of complaints resides with the institution. Further consideration and resolution, if necessary, is the responsibility of the SARA Portal Entity, which is the Missouri Department of Higher Education and Workforce Development.
Examples of consumer protection complaints for SARA purposes include, but are not limited to:
Step 1 – Internal Complaint Resolution Process:
The initial responsibility for resolving the complaint resides with the institution. Your first step as a student is to submit a complaint to:
Valerie Bujak
Campus President
Pinnacle Career Institute
11500 NW Ambassador Drive suite 221, Kansas City, MO 64153
Telephone 816-331-5700
email vbujak@pcitraining.edu.
Step 2 – External Complaint
If you are dissatisfied with the resolution of PCI’s grievance process, you may refer your complaint to the Missouri Department of Higher Education and Workforce Development (DHEWD). You may contact the department by calling 573.751-2361 or emailing Joshua Fischer at Joshua.Fischer@dwed.mo.gov.
The student will be directed to submit the complaint in writing, using a complaint form provided by the DHEWD. It may be mailed, scanned or faxed to the department and must include supporting documentation.
If there is no indication that institutional remedies have been exhausted, the complaint will be returned for that purpose. Complaints that fall within the jurisdiction of the department will be investigated and resolved as appropriate by the relevant unit of the DHEWD. All parties to the complaint will be notified of its resolution by mail.
PCI offers a range of financial support allowing you to pursue your educational goals.
